Well, the oceans are the dragon's domain
Their inherent magic abilities allow visitors who cannot survive underwater to live there.
The dragons tend to be isolated but they are not unkind.

Some dragons can be entertaining.
Others well... They're just like any other folk.
Spending all your time under the sea could make one odd but that's for anyone who stays in one place for too long.

It's not as if the sea's a small place, anyway. Probably. I dunno, I've never been deep-diving just for the entertainment.
